Senior lawyer Prashant Bhushan today claimed that marksheet of the shooter who opened fire at a citizenship law protest near Jamia Milia Islamia had been forged. Taking to Twitter, Bhushan hit out at ANI for making the marksheet public in the wake of the gun attack, in which one protestor sustained a bullet injury.“The marksheet of the Jamia shooter produced by ANI to show that he was a minor is fabricated,” Bhushan said. “ANI is not a media outlet, just a govt instrument for propagating fake news (sic),” he added. Lawyer shared a news article on his Twitter feed to back his claim. The article cites comments by social media users who have alleged discrepancies in the school code of Jewar Public School, as it appears on the marksheet. The school, though affiliated with CBSE, doesn't have any students enrolled in class IX and X. They also do not have any section as per CBSE website,” the Twitter user also claims.Curiously, the marksheet of the shooter surfaced in public minutes after the attack took place. While the marksheet identifies the assailant as a juvenile, the claim is now being disputed.indiatvnews

Delhi Police grants permission to raise ‘Desh ke gaddaron ko, goli maaro saalon ko’ slogan!

https://www.nationalheraldindia.com/india/delhi-police-grants-permission-to-raise-desh-ke-gaddaron-ko-goli-maaro-saalon-ko-slogan

Delhi Police, in a shocking decision, has reportedly allowed activist Saket Gokhale permission to hold a rally where the activist specifically mentioned, in his application for permission, that the slogan “Desh ke gaddaron ko, goli maaro saalon ko” will be raised, the activist claimed in a social media post, posting a copy of the letter stamped by Delhi Police authorities.Coming within 72 hours of the Jamia firing incident where Jewar resident Rambhakt Gopal shot at student Shadab in clear view of policemen who stood still and did nothing to prevent the firing, this is a bizarre decision. Does the Delhi Police actually think it is okay for people to march through the national capital’s streets, calling upon people to shoot their fellow citizens dead? Not too far in the distant memory, people saw Delhi Police shooting and lathi charging Jamia Millia Islamia students inside their campus and standing idle while masked right-wing goons, allegedly aligned with ABVP, indulged in a murderous assault on JNU students and faculty members.nationalheraldindia

They started at 12 pm and finished interrogation at 4 pm,” he said.Touseef says that the children were asked whether they watched the play and whether the school was “spreading false information” about CAA and NRC.“They asked children whether the school had taught them or coerced them into making statements against PM Modi. They answered whatever questions they knew,” Touseef added.FIR was registered against the school on January 26 following a complaint registered by an ABVP member Nilesh Rakshala. However, 2 women were arrested on January 30 and the remand application was filed on January 31.According to the remand application,Bidar New Town Police questioned the girl, who took part in the play. “Girl told the police during questioning that her mother Nazbunnisa told her to make the statement against Prime Minister Narendra Modi while she was practicing the lines for the play at home,” remand application states. However, the school has denied this and said that line was misinterpreted and was not targeted at the PM. Congress opposes FIR against Goa Church body over presence of children at anti-CAA rally

https://www.deccanherald.com/national/west/congress-opposes-fir-against-goa-church-body-over-presence-of-children-at-anti-caa-rally-800872.html

Defending the presence of children at an anti-CAA rally in Goa last month, for which an FIR has now been filed against the organising body — a Church-backed NGO —Congress asked whether Prime Minister Narendra Modi’s ‘Mann ki baat’ episodes similarly exposes students to political ideology too? Party spokesperson Trajano D’Mello also called FIR filed against the Council for Social Justice and Peace, a Church-backed NGO, on January 30, as frivolous, saying it would not stand test of law. “FIR filed against the organisers of the anti-CAA rally will not stand the test of law. Students are free to choose their ideology. The PM’s ‘Mann ki Baat’ lectures also contain political ideology. Does that merit an FIR too?” D’Mello said. deccanherald

Time to get rid of India's sedition law? Demand grows as many anti-CAA protesters booked

https://www.thenewsminute.com/article/time-get-rid-indias-sedition-law-demand-grows-many-anti-caa-protesters-booked-117223

The mother of a student and a head teacher of a Karnataka school were arrested and booked for sedition on Thursday by the state police. This was after the school had its students stage a play that was allegedly against CAA and NRC.Students of Shaheen Educational Institute in Karnataka’s Bidar were questioned by the police. A picture of the police questioning the children had gone viral. But 26-year-old Nazbunnisa, the mother of a girl who played a role in the play and Fareeda Begum, the head teacher, are among many anti-CAA and anti-NRC protesters who have been booked under section 124A (sedition) of IPC in Karnataka and across the country over the last two months. This has raised questions on whether state government is misusing the colonial-era law to muzzle dissent.Gopal Sankaranarayanan, an advocate at the Supreme Court , says that the current government is using section 124A (sedition) on those voices dissenting against governmental policy, when the scope of the law is narrowed down to two types of offences:The law pertains to those whose words leads to a cognisable act of violence or if it tries to overthrow the government. He says that by conflating the government with governmental policy, the ruling party is using sedition to curtail free speech. On January 28, Sharjeel Imam, a student at JNU, was arrested by the Delhi police after being booked for sedition. thenewsminute

Finance Ministry clarifies: For NRIs, only income generated in India will be taxed

https://indianexpress.com/article/business/budget/union-budget-2020-nirmala-sitharaman-finance-ministry-taxation-of-non-residents-of-india-nri-6247559/

New Delhi :A day after Union Budget was presented in the Parliament, Finance Ministry Sunday clarified on one of its new announcements. The budget had a provision of taxing Indian citizens who live abroad but don’t pay income tax in any country. On Sunday, the government said the provision was an “anti-abuse” measure applied only to income generated in India.“Finance Bill, 2020 has proposed that an Indian citizen shall be deemed to be resident in India, if he is not liable to be taxed in any country or jurisdiction. This is an anti-abuse provision since it is noticed that some Indian citizens shift their stay in low or no tax jurisdiction to avoid payment of tax in India,” a statement issued by the Finance Ministry read.“The new provision is not intended to include in tax net those Indian citizens who are bonafide workers in other countries. In some sections of the media, the new provision is being interpreted to create an impression that those Indians who are bonafide workers in other countries, including in Middle East, and who are not liable to tax in these countries, will be taxed in india on the income they have earned there,” the statement added.“In order to avoid any misinterpretation, it is clarified that in case of an Indian citizen who becomes deemed resident of India under this proposed provision, income earned outside India by him shall not be taxed in India unless it is derived from an Indian business or profession. Necessary clarification, if required, shall be incorporated in the relevant provision of the law,” the statement read.indianexpress

Over 3 lakh Indian seafarers including those working on foreign ships are set to face a double whammy, with Finance Minister Nirmala Sitharaman announcing changes to the rules for computing non-resident status for taxation purposes in the Budget. Currently, to qualify for NRI status, like any other citizen of India, a seafarer has to be outside India for 182 days, or six months in a year. Consequently, his entire foreign income is not subjected to tax. Sitharaman’s announcement means that a seafarer will have to spend more time outside India – eight months or 240 days, instead of the existing 182 days – to qualify for NRI status and enjoy a tax-free salary. thehindubusinessline

Budget has totally ignored agriculture, farmers and rural labour: Experts & unions

https://indianexpress.com/article/india/budget-has-totally-ignored-agriculture-farmers-and-rural-labour-experts-unions-6247103/

Farmer unions and agriculture experts which had pinned their hopes on Union Budget to boost the rural economy and provide huge relief to distress farming called it “hopeless”, “disappointing”, “concealed” at a time when the Centre has made made big claims about enhancing farmers’ income by 2022.Experts said total budget allocations for agriculture, irrigation, and rural development was Rs 2.68 lakh crore in 2019-20, which has been nominally increased to Rs 2.83 lakh crore. In real terms, taking inflation into account, this amounts to zero increase, an expert said.Others said there is no road map on how the government will enhance farmers’’ income to double in the coming two years. The Modi-1 government in its 2017 budget had declared that in coming five years i.e. by 2022, farmers’ income would be doubled. “3 years have already lapsed and the government should declare how much income of farmers had increased in these three years and how the government will double it in coming two years,” said BKU Ugrahan general secretary Sukhdev Singh Kokrikalan. He further asked why the finance minister had not provided a road map for this.indianexpress

Budget for the railways falls short of expectations

https://www.nationalheraldindia.com/india/budget-for-the-railways-falls-short-of-expectations

The budget for Indian Railways does not seem to represent in true sense of the top three themes – aspirational India, economic development and the caring society – of first Union Budget of the decade that has been envisioned to be ‘laying strong foundation for a bright future of the country’ and ‘key to India’s growth’. Rather, Indian Railways, restructuring for which have already begun in the fag-end of Dec.2019, is likely to convert itself into Indian Railways Corporation under a CEO with a push towards privatization along with the Ministry’s façade of policy decisions and public accountability, a process tend to increase the rail services cost to the nation and its people. The Railways’ budget, in this context, can be termed as anti-people, because the Railways will be enforced to increase costs depriving general people of affordable means of bulk transportation. More so because railways may face a shortfall in actual revenue are calculated at the assumption of 10 per cent of growth rate of GDP, as against the current year’s growth rate of merely 5 per cent.nationalheraldindia

Former Finance Minister P Chidambaram was scathing in his reaction to the Union Budget on Saturday. Asked how he would rate the budget on a scale of one to ten, he replied that 10 had both one and a zero, so he wouldn’t mind either. Replying to questions at a media interaction at the AICC office, Chidambaram made the following points:" While President Ram Nath Kovind had made no mention of employment in his address on Friday, Economic Survey had made the extraordinary claim that the number of new firms registered had increased by 12.2% in the last five years. Are these firms on a different planet, he asked sarcastically, saying the budget also had failed to address the problem of unemployment.Jobs, he held, are largely created by mining, construction and the manufacturing sectors. But the Budget had little to offer to any of these sectors."nationalheraldindia

Indian economy experienced some abrupt slowdown in 2019 due to turbulence in non-banking financial institutions and major reform measures such as GST and demonetisation, but it is not in a recession, IMF MD Kristalina Georgieva has said.“Indian economy indeed has experienced an abrupt slowdown in 2019. We had to revise our growth projections, downwards to 4% for last year. We are expecting 5.8%(growth rate) in 2020 and then an upward trajectory to 6.5% in 2021,” Georgieva told a group of journalists in Washington.“It appears that the main reason for this slowdown was the non-banking financial institutions experiencing a turbulence,” she said on the eve of Union Finance Minister Nirmala Sitharaman presenting the annual budget in Parliament on Saturday.“For example, coming with the unified tax system, and the demonetisation took place. These are steps that over time are beneficial, but of course they might be somewhat disruptive over short term,” Georgieva said.PTI
